BIC's data rights circuit trial mechanism recognized as innovative case in social governance

The 13th China Social Governance Forum, co-hosted by the China Social Management Research Institute of Beijing Normal University and the China Association of Social Workers, was held in Beijing on Dec 3. 

The first session of national innovative cases in social work and social governance were unveiled at the forum, with Beijing Internet Court's "1+N" data rights circuit trial mechanism included among the selected cases.

In recent years, the BIC has actively fulfilled its role as a functional court, focusing on the judicial needs for data rights protection. It established a data rights circuit tribunal in the Beijing Economic-Technological Development Area, becoming one of the first data service institutions in the Beijing pilot zone of data infrastructure systems. 

It also set up judicial workstations in various locations, including Daxing Economic-Technological Development Area, Beijing Municipal Intellectual Property Office and Beijing Capital International Airport Economic Zone. Among those, the judicial workstation of data compliance hub, which was unveiled at the 2024 Digital Economy Conference, has become an innovation platform for the digital economy in Daxing district.

In collaboration with the Cyberspace Administration of Beijing Municipality, the court launched digital economy legal education stations in the capital's "three science cities and one demonstration area" - Zhongguancun Science City, Huairou Science City, Beijing Future Science Park and the Demonstration Area for Innovation-Based Industrial Clusters, forming the "1+N" data rights circuit trial mechanism. This mechanism integrates localized and broader services, providing diverse judicial support for the high-quality development of Beijing’s new quality productive forces.

Since its establishment, the mechanism has achieved significant outcomes through tailored services to enterprise needs at its various locations. Adjudicated cases involve disputes in such areas as data intellectual property registration certificates, legal document data and sports event data rights. Related enterprises were invited to observe proceedings, and post-trial explanations were also given to enhance their legal understanding.

The court also conducted menu-style legal awareness campaigns based on the needs of enterprises, including two sessions on digital economy-related legal education, benefiting more than 200 tech-driven companies. 

The mechanism has also been recognized as an exemplary practice case in implementing thought on the rule of law.
