Jiang Ying addresses 2024 China Internet Civilization Conference
Li Shulei, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and head of the Publicity Department of the CPC Central Committee, delivered a keynote speech at the opening ceremony of the 2024 China Internet Civilization Conference in Chengdu, Southwest China's Sichuan province, on Aug 28.
Jiang Ying, president of the Beijing Internet Court (BIC), delivered a thematic speech at the parallel session on "online law enforcement conducive to better business environment".
Jiang introduced the basic situation of BIC and shared BIC's judicial practice in maximizing its adjudication function and striving to foster a law-based online business environment from the perspectives of cultivating new online business formats, regulating the order of online business competition, and accurately defining online platforms' responsibilities.
She said BIC has heard a number of gap-filling cases with extensive social impact such as the country's first copyright case on AI-generated images, a personality right case on AI-generated voice, a case of faking view counts, and a network service contract case on advance screening on-demand.
During the trial process, BIC always put the balance of interests in consideration, not only to protect industrial innovation and the vitality of market players, but also to clarify the rights and obligations of all parties in a timely manner, in a bid to help accelerate the development of new quality productive forces, promote the orderly operation of the platform economy, and strive to create a fair and orderly online business environment, she said. She pledged further efforts in digital governance of the cyberspace and contributing BIC's strength to the fostering of a fairer and more transparent law-based business environment.
The conference also released a compilation of outstanding cases on internet civilization development in 2024. BIC's minors’ protection mechanism was included as the only project from the country's court system.
The conference was jointly held by the Office of the Central Cyberspace Affairs Commission and the Central Commission for Guiding Cultural and Ethical Progress, along with Sichuan provincial authorities.
Themed on promoting the spirit of the times and jointly advancing civility in cyberspace, the event brought together delegates from central and local authorities, major news portals, as well as heads of online social organizations and internet businesses, scholars and internet celebrities.
