BIC briefs on internet judiciary from perspective of digital justice

The Beijing Internet Court (BIC) held a press conference to present its practices and explorations on propelling high-quality development of the digital economy and achieving better digital justice. 

At the event, Zhao Ruigang, vice-president of the BIC, released a white paper on internet judiciary from the perspective of digital justice. 

The digital justice embodies a higher-level demand for fairness and justice in contemporary society. It is an important part of civilization in the digital society and the highest goal of the internet judiciary, said Zhao. 

Internet courts are a leading force in achieving digital justice, according to the press conference. 

At the conference, the BIC shared its practices in coping with the new conditions and needs of the capital's economic development from three aspects. 

The BIC strives to establish rules via trials so as to protect individual’s data information security and regulate the data market of the digital economy. Efforts were made to improve regulations on intellectual property protection and stimulate market vitality. Internet business competition orders were optimized so as to optimize digital business environment. 

Through these rules, the court works to propel governance, define digital platforms' responsibilities and achieve effective governance on cyberspace. It resolutely cracked down on illegal online industries to ensure healthy development of the digital economy. The boundary of  the protection of new technology application was drawn to strengthen judicial protection of innovation achievements. 

The BIC bolsters development via governance. Special attention was paid to nurture new internet-related business modes and to boost the digital economy. It made efforts to regulate the logic rules of network algorithms to help build a digital credit system and carry forward socialist core values to maintain the harmonious order of digital society.

The BIC fully implements the new development concept and strives for a higher digital justice. 

Importance was attached to innovation, coordination, green, open and shared development in the BIC's work towards a higher-level digital justice. 

An online litigation model was further innovated with the launch of the multi-functional, whole-process and integrated online litigation platform. The application of block chain technology was further innovated with the construction of the Tianping Block Chain led by the BIC. A number of digital economy-related cases with extensive social impact were trialed which helped to boost digital governance. 

The BIC launched an electronic system of litigation-source governance, improved the e-copyright administration and jurisdiction coordination mechanism in a bid to provide high-quality digital justice. A cloud-based mediation platform was launched to enhance dispute resolution efficiency. The BIC also offered suggestions to solve potential legal and social problems arising in similar cases. 

Efforts were put into promoting the construction of a full-coverage modern intelligent litigation service system. Procedures are being further streamlined and construction of digital courts upgraded in a bid to create a new model of intelligent courts in the era of the digital economy. 

Efforts were put into improving the quality and efficiency of judicial openness to achieve “visual justice” in a more intuitive, three-dimensional and all-round way. Foreign exchanges were deepened, the needs of digital justice were met, frontline issues relating to healthy and orderly development of the digital economy were proactively explored and incubation of professional, compound and international talents were strengthened as well. 

Diversified litigation services and guidance were provided in a bid to make digital justice benefit all people. The BIC takes Beijing’s construction of a digital trade pilot zone as a new starting point and proactively engages with the Beijing Winter Olympic Organizing Committee to provide optimized jurisdiction in the digital era. It uses the advantages of judicial work via the internet to promote the integration of socialist core values into the interpretation and reasoning of judicial documents, innovates the forms of legal publicity of socialist values and inculcates the core values of the rule of law into the digital society.
